President & Chief Executive Officer: Pascal Berlioux

Pascal was born and raised in France where he received his education at the Special Military Academy of Saint Cyr, the French equivalent to West Point. In addition to his 6 years of prep school and military academy curriculum, the equivalent of a Master’s degree in Sciences, Pascal received a Bachelor’s degree in History from the prestigious La Sorbonne University in Paris.

Pascal first had a few years of rapid career growth in engineering startups and turnovers in France, including being Production Manager for a wood panels manufacturing plant, Industrialization Manager for the largest wood furniture factory in France, and Project Manager, then Plant Manager for the first wood & cement panels production plant in Europe, which he built and started.

He then came to the United States over 20 years ago to open the subsidiary of a French electronics company. Soon after, he created his own optoelectronics company and ran it for 8 years before selling it to become the starting block of Voltarc Technologies’ Optoelectronics Division. As Vice President and General Manager he developed and led this business unit for another 8 years, first as a private company, then through its acquisition by PerkinElmer, a publicly traded global provider of Analytical Sciences, Fluid Sciences, and Optoelectronics. At the same time, Pascal earned a Master’s degree in Business Administration from the renowned University of New Haven, Connecticut; a 6 Sigma Black Belt from Air Academy Associates; and a Certificate from PerkinElmer's Advanced Leadership Institute.

In 2002 Pascal joined College America, a for-profit postsecondary education company, to expand the Utah & Colorado based organization to Arizona. As Executive Director, Pascal created the Flagstaff campus of College America, then, as Regional Director, he opened in 2004 a second campus in Phoenix. He was in the process of creating a third campus in Tucson when in 2005 Career Education Corporation, CEC, the second largest post-secondary for-profit education company in the world invited him to take the leadership of Brooks College in Sunnyvale, CA, one of its 80 campuses across the U.S.

Pascal’s talent was “captured” back to Flagstaff by Don Walters in August 2006 to create the Arizona Forest Restoration Products business plan, lead its execution, and assume full responsibility for AZFRP’s operations. Pascal and Don have an established relationship of mutual trust, respect, and appreciation that was developed when Pascal contracted Don’s company, Primary Systems Services Group, to build the two campuses that he created for College America in Flagstaff and Phoenix. Pascal is currently completing the dissertation of his Ph.D. in Business Management, concentration in Leadership, with Northcentral University, and expects to receive his doctoral degree in late 2007/early 2008.

Based on a 20 year track record of successful accomplishments as chief executive, Pascal’s leadership brings to Arizona Forest Restoration Products a strong vision, great clarity of purpose, solid core values, a deep understanding of business, and an intense focus on execution.
