State Forests
State forests of non-reserved ponderosa pine sawtimber and poletimber total 38,000 acres in Arizona (U.S. Department of Agriculture, Forest Service, Rocky Mountain Research Station Resource Bulletin RMRS-RB-2: Arizona’s Forest Resources, 1999), and 78,000 acres in New Mexico (U.S. Department of Agriculture, Forest Service, Rocky Mountain Research Station Resource Bulletin RMRS-RB-3: New Mexico’s Forest Resources, 2000). By law the sole purpose of Arizona state lands is to generate revenues for the state educational system. All resources contracts fall under the responsibility of the state Land Department, as does the responsibility to manage the land for sustained generation of revenues. Thinning the forest on state owned lands satisfies both the revenue generating and the land stewardship requirements.
Arizona
Arizona Governor Janet Napolitano (D) has launched the Healthy Forest Enterprise Incentives Program (established under AR.S. § 41-1516). The primary goal of the Healthy Forest Enterprise Incentives Program is to promote forest health in Arizona. The program achieves this by providing incentives for certified businesses that are primarily engaged in harvesting, initial processing or transporting of qualifying forest products, and by providing all possible support to businesses engaging in forest preservation and restoration activities. The scope of Arizona Forest Restoration Products’s activity matches very precisely the goals of the Governor’s Healthy Forest initiative.
New Mexico
New Mexico’s Governor, Bill Richardson (D) has launched the New Mexico Forest and Watershed Health Plan which was designed by a planning committee of government, industry and environmental representatives under the direction of the New Mexico Energy, Minerals and Natural Resources Secretary and of the State Forester. The New Mexico Forest and Watershed Health Plan was created to address the increasingly unhealthy condition of the state’s ecosystems. It contains 20 action items that are intended to transform the way ecological restoration is accomplished and it focuses on state-level support of projects by a new state office dedicated to forest and watershed management, that will coordinate inter-agency collaborative efforts and serve to assist in the development and implementation of forest and watershed restoration projects. The scope of Arizona Forest Restoration Products’s activity matches very precisely the goals of the Governor’s Forest and Watershed Health Plan.
